Clear answers to common questions about how we work, what we provide, and how managed compliance fits into your business.
Frequently Asked Questions
What is managed compliance?
Managed compliance is an ongoing service that provides independent oversight of your health and safety arrangements. Rather than delivering one-off documents, we help ensure systems are reviewed, actions are tracked, and compliance remains effective over time.
Do you replace an internal health & safety manager?
No. Managed compliance provides external oversight and advisory support. Where an internal safety role exists, we complement it by providing independent assurance, structure, and governance.
Do you work with small businesses?
Yes. Support is scaled based on workforce size, operational risk, and complexity. Managed compliance is particularly useful for small and medium-sized businesses without dedicated in-house safety expertise.
Do you offer standalone services as well as subscriptions?
Yes. Specialist services such as fire safety, machinery safety, audits, and risk or incident support can be delivered on a standalone basis. Many clients later move to managed compliance to prevent repeat issues and reduce reactive work.
Do you provide training?
We do not operate as a training provider. Where training needs are identified, we support with competency gap identification and recommendations, and work alongside approved or in-house training arrangements.
How quickly can support start?
This depends on current compliance position and urgency. In most cases, initial support can begin shortly after a discovery call and agreement of scope.
Do you cover multiple sites?
Yes. Managed compliance can be structured to cover single or multi-site operations, with support scaled accordingly.
Who retains legal responsibility for health and safety?
Legal responsibility for health and safety always remains with the duty holder.
Under the Health and Safety at Work etc. Act 1974 (HSWA), legal accountability cannot be transferred to a third party. While external support and advice can be used, responsibility for compliance, implementation, and operational control remains with the employer or person in control of the work.
Merlin Safety & Compliance provides independent oversight, governance, and advisory support to help duty holders meet their obligations — without assuming operational control or legal responsibility.
